The pace bowler has secured 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's chief selector Bailey has declared that pace spearhead Cummins will have a crucial role in this winter's England-Australia contest.
There were concerns that the 32-year-old might sit out due to a persistent back stress problem that was still troubling him.
Previous updates from the squad suggested no official announcement had been made regarding his involvement, with the Test matches scheduled to begin on the 21st of November in Perth.
Bailey expressed that his recovery is on track and felt positive about the likelihood of being involved.
"It's clear that time is getting short and various factors at play, not just the back issue, but additional elements," Bailey remarked.
"It's positive. There's strong faith that he will feature a major part. Hopefully starting in Perth. Should that not happen, we'll reassess."
Injury History
The captain missed the white-ball matches against India and New Zealand in the previous weeks after examinations confirmed a lumbar bone stress.
He has a history of spinal problems, with flare-ups in several earlier campaigns forcing him out of several home seasons in four years.
The bowler mentioned he would be proactive in his approach in his rehabilitation process to secure his spot for the contest.
Bailey noted that there was no confirmation if he had started his bowling workouts as part of his comeback but admitted it was "becoming urgent" for him to regain fitness for the initial match.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will lead the side.
The talented all-rounder was excluded lately from Australia's squad for their ODI contests against the subcontinent side as a safety move because of discomfort in his torso.
The selector characterized it as a "slight concern and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"Considerable effort has gone into developing the strategy for him to take part for the first Test as an all-rounder," Bailey explained.
"His involvement was limited to the first two ODIs in any case. The way he swings the cricket bat in white-ball cricket, if it causes any delay for 24 more hours, the choice was made to approach this more conservatively."
